ASSOCIATED CHAFFEY TEACHERS

BYLAWS

ARTICLE 1 – IDENTIFICATION AND GOALS

1.1              Identification. This organization has been established by written ARTICLES OF INCORPORATION, in the County of San Bernardino, State of California and is hereby known as ASSOCIATED CHAFFEY TEACHERS/CTA/NEA.

 

1.2              Goals. The following shall be pursued by the Association in carrying out its purposes as described in the Articles of Incorporation of this organization and the Articles of Incorporation and Bylaws of CTA.

 

1.2.1        To seek to be the exclusive representative of an appropriate unit of certificated school employees in all matters relating to employment conditions and employer-employee relations, including but not limited to wages, hours, and other terms and conditions of employment.  The chapter membership categories shall not compete with those of another UTP chapter within the same employment jurisdiction.

 

1.2.2        To serve as the vehicle through which the membership can develop written policies and legislation goals for the best possible conditions of educational service and programs within the Chaffey Joint Union High School District.

 

1.2.3        To secure the implementation of these policies and goals through each of the following means:

 

1.2.3.1  By negotiations with the Board of Trustees of the Chaffey Joint Union High School District; and

 

1.2.3.2  By appropriate political and legislative activities in conjunction with state and national affiliates.

 

1.2.4        To represent the membership continuously both individually and collectively, in matters arising out of the interpretation and application of policies and laws before officials of the Chaffey Joint Union High School District and other public officials have jurisdiction in any way over the educational services of a member or members within the Chaffey Joint Union High School District.

 

1.2.5        To serve the membership in any lawful manner leading directly or   indirectly to the improvement of group or individual morale and welfare with regard to services in the educational profession.

 

1.2.6        In fulfillment of the obligation to the profession, the educator shall
12.6.1  Shall not in an application for an association or site position
deliberately make a false statement or fail to disclose a material
fact related to competency and qualifications.
12.6.2 Shall not misrepresent his/her professional qualifications.
12.6.3  Shall not knowingly make a false statement concerning the
qualification of a candidate for an association position.
12.6.4  Shall not knowingly make false or malicious statements about a
colleague.
12.6.5  Shall provide written proof of any professional activities
performed outside the state of California before listing said
activities on an application or biographical statement.

Violations shall be cause for disqualification for the declared position and forfeiture of related stipends.

ARTICLE 2 – AFFILIATION WITH THE UNITIED TEACHING PROFESSION (UTP)

 

2.1              Charter. The Associated Chaffey Teachers shall be a chartered chapter of the California Teachers Association (CTA).

2.2              Affiliation. The Associated Chaffey Teachers shall be an affiliated local association of the National Education Association (NEA).

 

ARTICLE 3 – MEMBERSHIP

 

3.1              General Requirements. To become a member, a membership enrollment form must be completed and filed, together with the prescribed amount of dues for the category of membership for which eligible or payroll deduction authorization.  In addition, membership must also be obtained in the appropriate parallel category within the California Teachers Association and within the National Education Association whenever such memberships are available.

3.2              Active Membership. Active membership shall be open to any person who is engaged in (or who is on limited leave of absence from) professional educational work and whose primary assignment is such as not to hold supervisory responsibility over other certificated employees to such an extent as not to be represented in the negotiations process by the teacher bargaining unit.

 

3.3              An individual who is a member of a negotiating team representing a school board or representing a board of trustees of a higher education institution shall be denied membership on a governing body of an Association affiliate in the school district or higher education institution in question requests such denial.  The Board of Directors shall adopt rules for implementing this Bylaw

 

3.4              Membership Year. The membership year shall be that period of time defined by the CTA NEA membership year.

 

3.5              Delinquency and Change of Status of Cash Members. Membership shall be continuous after initial enrollment until delinquent or until a change in professional status shall make the member ineligible.  If by December 31 of any calendar year, a member has not either paid the established annual membership dues for current membership year, or made satisfactory arrangements for payment, then that person’s membership shall be considered lapsed and the name dropped from the rolls.

 

3.6              Dues for Active Members.

 

3.6.1        The basic annual dues level for active members shall be sufficient to cover the operating expenses of the Association and the dues of CTA and NEA.

 

3.6.2        Representative Council shall establish the annual dues for the Association.

 

3.7              Rights. Active members in good standing shall be entitled to the following:

3.7.1        The right to vote on all matters submitted to the general membership.  Upon written request a member shall be given an opportunity vote by mail.  In these instances the voter shall be provided with:

  1. A ballot
  2. Inner envelope
  3. Outer return envelope, addressed to Associated Chaffey Teachers
  4. Instructions on returning of the ballot, including the signature.

 

3.7.2        Be present at meetings at which business of the Association is to be transacted. A quorum for meetings of Associated Chaffey Teachers shall be a majority of the active membership.

 

3.7.3        Present matters of individual concern to the Representative Council or Board of Directors.

 

3.7.4        Hold elective or appointive offices as regulated by these bylaws or standing rules.

 

3.7.5        Rights and privileges of membership shall not be abridged in any way because of age, sex, race, color, ethnic group, national origin, or sexual orientation.

 

3.7.6        No member shall be disciplined without the due process hearing, which shall include the established appellate procedure.

 

3.7.7        Members of the Association shall conform to the Code of Ethics of the Education Profession as interpreted by the Association.

 

3.8              Representation Fee. The chapter shall apportion any negotiated representation fee or organizational security fee on the same percentage basis as the full United Teaching Profession.

3.9              Representation of Non-Member for Arbitration.

 

3.9.1        The Association recognizes and affirms its obligation as the exclusive representative and shall fairly represent each and every employee of the district covered by the recognition clause adopted by the Board of Trustees.

 

3.9.2        If a member of the bargaining unit who is not a member of the Association wishes to have his/her grievance processed at arbitration, such person must elect to either pay his/her pro-rata share of costs of arbitration or the equivalent of the annual dues of the Association, whichever is less.

 

ARTICLE 4 – OFFICERS

4.1              Composition. There shall be two classes of officers of this Association:  District Officers and Campus Officers.  The District Officers shall consist of the President, Vice-President, Secretary, Treasurer, and Immediate Past-President.  Campus Officers shall include a Campus Director and such other officers as deemed necessary to carry out the work of this Association and its members on each of the campuses of the Chaffey Joint Union High School District.

4.2              Terms and Qualifications.

 

4.2.1        The President, Vice-President, Secretary, and Treasurer shall be elected by the members every two (2) years and shall hold office for two (2) years beginning July 1 following their election.

 

4.2.2        Officers shall be and remain members of the Associated Chaffey Teachers, California Teachers Association, and the National Teachers Association.

 

4.2.3        Officers shall be eligible for re-election.

4.2.4        Vacancies of elected officers shall be filled in accordance with Bylaw 5.6.2.

 

4.2.5        Election of officers shall be conducted according to the Provisions of Article 7 of these Bylaws.

 

4.3       Duties of Officers.

4.3.1        President

4.3.1.1  To preside at all meetings of the Association, the Representative   Council and the Board of Directors.

 

4.3.1.2  To serve as ex-officio member of all committees, except the            Election Committee.

 

4.3.1.3  To appoint members and chairpersons of standing committees, subject to the approval of the Board of Directors.  He/she may replace a committee chairperson with the approval of the Board of Directors.

 

4.3.1.4    To appoint special committees whenever the need shall arise.

 

4.3.1.5    To appoint a Parliamentarian for the Representative Council, the Board of Directors, and special meetings of the Association.

 

4.3.1.6    To be responsible for the progress and effectiveness of the
Association.

 

4.3.1.7    To perform such other duties as may be directed by the Board of Directors or the Representative Council.

 

4.3.1.8    To attend all Service Center Council meetings.

 

4.3.1.9    To be official spokesperson for the Association.

 

4.3.1.10 The President shall attend UTP meetings as directed by the Board of
Directors or Rep Council.

 

4.3.1.11 Give guidance and direction to CTA staff members assigned
to work with ACT.

 

4.3.2    Vice-President.

4.3.2.1   To assume the duties of the President, in the President’s absence, in the event of the removal from office of the President, to succeed to that office for the remainder of the term.

 

4.3.2.2   To serve as ex-officio member of all committees except the
Election Committee.

 

4.3.2.3   To act as coordinator of all committees, and the Association
Calendar.

 

4.3.2.4    To perform such other duties as may be directed by the President.

 

4.3.3    Secretary.

 

4.3.3.1    To cause to be kept minutes of the proceedings of the Representative Council, the Board of Directors and General Membership meetings of the Association.  Such minutes shall be open to the inspection of any member of the Association.

 

4.3.3.2    To receive and maintain a file of records of the business of the
Association.

 

4.3.3.3    To conduct correspondence relating to the Association.

 

4.3.3.4    To maintain a record of all related and appointed representatives and their respective terms of office and to notify the Nominating Committee prior to nominations of those whose terms expire.

 

4.3.3.5    To maintain an accurate roster of Association membership.

 

4.3.3.6    To perform such duties as may be directed by the President.

 

4.3.4    Treasurer.

4.3.4.1    To supervise and cause to be maintained a detailed record of all
receipts and expenditures of the Association and to present the
information in a monthly financial report to the Representative
Council and the Board of Directors.  He/she shall submit reports
to CTA, NEA and other agencies as required by law.

 

4.3.4.2   To issue all checks drawn on the funds of the Association in accordance with policies and procedures of the Representative Council and the Board of Directors.

 

4.3.4.3    To collect and deposit in a financial institution designated by the
Board of Directors all funds received by and belonging to the
Association.

 

4.3.4.4    To prepare a preliminary budget for the Board of Directors.

 

4.3.4.5    To assist in the conduct of an annual audit of the accounts of the
Association at a time to be designated by the Board of Directors.

 

4.3.4.6    To serve as an ex-officio member of the Membership Committee.

 

4.3.4.7    To perform such other duties as may be directed by the president.

 

4.3.5        Immediate Past President. To serve as a consultant to the Association.

4.3.6        Campus Director. To oversee the work of the Association and its
members on the campus which the director represents.

 

4.3.6.1    To represent the interests of the campus members on the Board of
Directors.

 

4.3.6.2    To serve as a representative on the Representative Council, and to see that local members are fully represented with the number of representatives to which they are entitled.

 

4.3.6.3    To supervise and conduct or cause to be conducted elections for
all Association officers, both for the District officers and such
campus officers as may be deemed necessary by the members
thereon.

4.3.6.4 Attend two trainings per year as directed by the officers of
Associated Chaffey Teachers in order to be prepared to
appropriately represent unit members on his/her site.
(Remedy for violation shall be:  Forfeiture of related stipend)

ARTICLE 5 – BOARD OF DIRECTORS

5.1              Composition. There will be a Board of Directors composed of the officers of the Association, an elected director from each school, representatives to state and national associations, and any state or national officers who are members of this chapter.

5.2       Qualifications.

 

5.2.1        The President and Vice-President must be active members of
ACT/CTA/NEA at the time of nomination.

 

5.2.2        Members of the Board of Directors shall be members in good standing of
the Association.

 

5.3       Meetings

5.3.1        The Board of Directors should hold at least nine regular meetings each
year.

 

5.3.2        Special meetings shall be called by the President or on written request by
any three members of the Board.

 

5.3.3        The President or any three (3) members of the Board of Directors or shall call general Membership meetings by a majority vote of the Representative Council.

 

5.4              Minutes. Minutes of the meetings of the Board of Directors shall be circulated to all members of the Representative Council.

5.5              Quorum. A majority of the Board of Directors shall constitute a quorum for the transaction of business.  A member of the Board of Directors shall not be permitted to exercise the right to vote or any other power and duty of office through a proxy or alternate.

 

5.6              Assuming of Office. The regularly elected members of the Board of Directors shall assume office the July 1st following their election.  Members-elect shall be non-voting members at Board meetings from election until July.

 

5.6.1        A vacancy on the Board of Directors shall be deemed to exist in the case of death, resignation, or inability to serve, or if any member of the Board of Directors ceases to be a member of the Association, or ceases to be employed in active educational service in the Chaffey Joint Union High School District or is absent from a meeting of the Board of Directors without proper excuse for more than three times during any one school year.  The Board shall determine whether or not a particular absence is with proper excuse.

 

5.6.2        Vacancies in District-wide, elected office shall be filled by election of the general membership.  There shall be at least a fifteen (15) day period between notice of election and the actual voting.  Vacancies in Campus Directorships shall be filled by a vote of the Faculty Representatives from that campus.

 

5.7       Duties and Responsibilities.

5.7.1        To supervise the administration of the policies of the Association and to exercise such powers as may be granted to it by these bylaws or by the Representative Council.

 

5.7.2        To propose for adoption by the Representative Council standing rules and regulations consistent with the bylaws and the direction of the Representative Council for the conduct and of the affairs of the Association.

 

5.7.3        To declare a vacancy to exist in the office of Faculty Representative.

 

5.7.4        To employ and remove employees of the Association, to determine their qualifications, fix their compensation, prescribe their duties and require such agreements and bonds as may be necessary to insure faithful service except that no contract with an employee of the Association shall be made without the approval of the Representative Council.

 

5.7.5        To prepare the annual budget for submission to the Representative Council.  Copies of the proposed budget shall be sent to the members of the Representative Council at least ten (10) days prior to the meeting at which the budget is to be adopted.

 

5.7.6        To hire an accountant prior to the end of the school year in June to
conduct an audit at the end of the fiscal year.

 

5.7.7        To review and study proposals for action by the Association which are
made by individuals and organizations not members of the Association.

 

5.7.8        To designate which officers or employees shall be authorized persons to sign checks drawn upon accounts of this Association.  Two authorized signatures shall be required on all checks.

 

ARTICLE 6 – REPRESENTATIVE COUNCIL

 

6.1              Composition.  The governing body of this Association known as the Representative Council of the Associated Chaffey Teachers, Inc., shall consist of the following:

6.1.1        Faculty Representatives.

 

6.1.2        Board of Directors.

 

6.1.3        Chairpersons of Standing Committees.

 

6.1.4        Local members who are representatives or officers of CTA and NEA
beyond the chapter level.

 

6.1.5        Ethnic minority representation. Associated Chaffey Teachers shall apply the one-person, one-vote principle for representation on its governing bodies except that the chapter shall guarantee ethnic-minority representation at least proportionate to its ethnic-minority membership.

 

6.1.6        Representative(s) at large.  Each certificated group that has membership in the bargaining unit, upon approval by a three-fourths vote of the Representative Council, shall be entitled to one representative at large.

 

6.2              Officers. The officers of the Representative Council shall be the duly elected
officers of the Association.

6.3       Qualifications and Allocations.

 

6.3.1        Each campus shall elect one faculty representative for each fifteen (15)
Association members or major fraction thereof during the general election
in May, and shall guarantee the ethnic minority representation at least
proportionate to its ethnic minority membership.  At any time during the
fiscal year, a local campus may petition the Board of Directors for
additional representation based upon the increase membership.

 

6.3.2        For purposes of representation, Association members who have
responsibilities in more than one representative campus shall be assigned
to one of the campuses by the Board of Directors.

 

6.3.3        Members of the Representative Council shall belong to the Association.

 

6.4              Elections. Each campus shall elect its representatives during the third week in
May.  These representatives shall take office on July 1st following their election.  There shall be at least a fifteen (15) day period between notice of election and the actual voting

6.5              Terms of Office. The terms of office of the representatives shall be two years.

 

6.6              Quorum. A quorum of the Representative Council shall consist of a majority of members.  Each member on the Representative Council shall be entitled to one vote.

 

6.6.1        Alternates. A faculty representative who must be absent from a council meeting must send an alternate.  Upon being seated by the Representative Council, each alternate assumes the rights and responsibilities of membership of the council for the duration of the meeting.

 

6.7              Vacancies.

 

6.7.1        A vacancy in the position of faculty representative to the Representative Council shall be established when any representative is absent two consecutive meetings without an alternate or without an acceptable excuse or is absent for 50% of the year’s regularly scheduled meetings.

 

6.7.2        District Officers of the Association shall not also serve as Campus Directors in Faculty Representation.

 

6.7.3        Vacancies of Faculty Representatives shall be filled within fifteen school
days of the vacancy by a vote of the remaining representatives of that
campus.

 

6.8              Meetings. The Representative Council shall meet on the fourth Tuesday of each month unless otherwise specified by a majority vote of Representative Council. Special meetings of the Council may be called in times of emergency or crisis by the Board of Directors or on a petition of ten percent (10%) of the members of the Representative Council, or on a petition of ten percent (10%) of the membership at large.

6.9              Duties.

 

6.9.1        To serve as the legislative and policymaking body of the Association.

 

6.9.2        To consider all matters that may be presented relative to the welfare of the
teachers and the teaching profession.

 

6.9.3        To prepare and submit to the membership for vote amendments to the
articles and bylaws of this Association.

 

6.9.4        To assign as duties of faculty representatives to the Representative
Council.

 

6.9.4.1  To represent their constituents in all actions of the Representative
Council.

 

6.9.4.2  To exercise their considered judgment on matters of immediate
action in the council.

 

6.9.4.3  To cooperate with the membership committee in conducting the
annual membership drive.

 

6.9.4.4  To function as a liaison between the legislative and policy-making
body and the general membership.

6.9.4.5 Regularly attend all meetings of the representative Council of
Associated Chaffey Teachers.

6.9.4.6 Participate actively in the work of the site by which he/she is
elected.

6.9.4.7 Become informed on professional and educational matters for
Associated Chaffey Teachers and be prepared to appropriately
represent site unit members who have been assigned to him/her.

6.9.4.8 Report regularly to the Campus Director regarding site issues.

 

6.9.4.9 Attend and participate in the site meetings and site elections as
directed by the Campus Director.

 

ARTICLE 7 – ELECTIONS

7.1 Nominations.    Associated Chaffey Teachers shall ensure that an open nomination procedure is in place.

7.1.1        A chapter shall provide its active members an open nomination procedure and a secret ballot.  Associated Chaffey Teachers shall not discriminate against its active members in their right to vote, seek office, or otherwise participate in the affairs of the chapter, CTA or NEA.

 

7.1.2        Privileges extended to one candidate shall be extended to all candidates.  Each candidate shall receive a copy of the election timeline, procedures and guidelines.  Each candidate shall have the right of access to a list containing the names and last known addresses of all members. Each candidate shall be treated in a fair and equitable manner in the printing and distribution of campaign statements.  Chapter money received through dues, assessment or similar levy shall not be used to promote any candidate.

 

7.1.3        The timeline for the elections shall include dates for:

 

7.1.3.1  Time, date and place where declarations of candidacy are to be received.

 

7.1.3.2  Date for acknowledgment of declarations from candidates.

 

7.1.3.3  Dates for preparation of ballots.

 

7.1.3.4  Date on which ballots will be distributed.

 

7.1.3.5  Dates when voting will take place.

 

7.1.3.6  Deadline for requesting absentee ballot (voting by mail.)

7.1.3.7  Date, time and place where ballots will be counted.  Each candidate shall be allowed to have an observer at the vote counting site and shall give the name of the observer to the Elections Committee before counting.

 

7.1.3.8  Date(s) that announcement of results will be made to leadership, candidates and members.

 

7.1.3.9  Deadline for filing of challenges

 

7.1.4        A chapter shall provide means for all members to vote and it shall be the responsibility of the member to notify the chapter if he or she desires a ballot at a site other than the regularly scheduled voting place.

 

7.1.5        A member shall acknowledge receipt of a ballot by signature on a registration sheet at the time of issuance of the ballot or on an envelope when returning voting ballot.  All elections shall be decided by a majority vote.

7.1.6        An election may be waived and the candidate(s) declared elected if, following a period of open nominations, the number of candidates is equal to or less than the number of positions to be filled. A motion to elect by acclamation may be made by Representative Council after the body has been asked to submit nominations from the floor.  A majority vote of Representative Council shall be required.

 

 

7.2              Election Committee. The Election Committee shall be composed of one member from each school who is not on the Board of Directors.  Any member of the Election Committee who declares his/her candidacy for a position on the Board of Directors shall resign from the election committee. The president shall appoint the committee members and the chair subject to approval of the Representative Council. The duties of the committee shall be as follows:

7.2.1        To submit to the Representative Council at the March meeting a plan for
conducting the election of officers and members to the Board of Directors.

 

7.2.2        To prepare the ballot, to canvas the election returns from the electoral groups, to tabulate the results, to certify the results to the President, and announce the same at the May meeting of the Representative Council and in the official publication of the Association.

 

7.2.3        To make all necessary arrangements for submitting to each campus or to the membership at large any questions upon which the Representative Council shall desire to secure the opinion or vote of the members thereof.

 

7.2.4        To notify each campus in April of the total number of unit representatives to which it is entitled based on the secretary’s current official membership roster.  This notification shall also state the number of campus representatives to be elected by the campus in May.

 

7.3       Balloting.

 

7.3.1        District-wide officers shall be elected during the first week in May of years ending in an even number.  Campus Directors and Faculty Representatives shall be elected during the third week in May of years ending in an odd number.

 

7.3.2        The candidate receiving the majority of the votes cast for each office shall
be declared elected.

 

7.3.3        In the event no candidate receives a majority, a run-off election shall be
held.

 

7.3.4        Balloting shall be by secret ballot for officers, directors, faculty
representatives, NEA delegates, and all issues.

 

7.3.5        Ballot shall include spaces for write-ins where appropriate.

7.3.6        Special Elections.  Vacancies or any other election will be held in
accordance with Article 6 and 7 of these Bylaws.

7.3.7        Announcement. The announcement of election shall include the offices,
length of terms, and the election timeline.

 

7.3.8        Challenge Procedure.  Any member observing a violation of election procedures shall notify the chapter President and the chair of the Elections Committee, in writing, within five (5) school days of the announcement of results.

 

7.3.8.1  The notification must specify which requirement has been violated; include supporting information, and list names of parties who can provide information.

 

7.3.8.2  The Elections Committee shall respond within five school days after receipt of the challenge in an effort to resolve the issue.  The Committee shall determine whether the challenge alleges a violation of a chapter election requirement, the challenge is supported by appropriate documentation, and the alleged violation may have affected the outcome of the election.

 

7.3.8.3  The Elections Committee shall report to Representative Council on its findings and recommendations within twenty (20) school days.

 

7.3.8.4  Representative Council shall make a decision on the resolution of the challenge.

 

7.3.8.5  The challenging party and all candidates in that race shall be notified of the decision of the Representative Council.

 

7.3.8.6  If the challenging party is not satisfied with the decision, he or she may appeal the decision in writing to the CTA President within twenty (20) school days of receipt of the decision.

 

7.4              Initiative, Referendum, or Recall.

 

7.4.1        Initiatives and Referendums. The active membership shall have the authority to make decisions on any matters affecting the Association or its activities through the initiative and referendum process.

 

7.4.1.1  A member shall file a notice of the intent to circulate a petition with the chapter president by including a copy of the petition to be circulated, and the names of at least three persons supporting the proposed measure and responsible for its circulation.  The chapter president shall register the receipt of the intent to circulate, and acknowledge such registration in writing with the member filing the notice.

 

7.4.1.2 The timeline for gathering signatures will commence the day that
the notice of intent is registered.  A maximum of 45 school days
shall be permitted to obtain the signatures of at least 10 percent or
more of the active members of the chapter.  The petition shall
contain the question proposed to be placed on the ballot.  The
circulators shall present to the chapter president the petition(s)
containing original signatures.

7.4.1.2      The chapter president shall have 5 school days in which to verify
the membership of the signers of the petition.  The chapter
president shall cause a ballot to be furnished to the members no
less than 15 school days after verification of membership,
provided that the period that school is officially not in session shall
not be included in this count.

 

7.4.1.3  Regular election procedures shall be followed including voting times.

 

7.4.1.4  If successful, the proposal shall take effect immediately upon receipt of the required number of votes, unless otherwise specified.

7.4.1        Procedure.  Initiative or referendum petitions shall be referred to the
Election Committee which shall be responsible for conducting any election
pursuant to this article.

 

7.4.1.1  Elections held under the provisions of this article shall be held not
more than twenty (20) school days following receipt of a valid
petition.

7.4.2        The active membership shall have the authority to recall from office any person or persons holding such virtue of having been elected thereto by the chapter’s active members.

 

7.4.2.1  A member shall file a notice of the intent to circulate a petition to recall with the chapter president by including a copy of the petition to be circulated, and the names of at least three persons supporting the proposed recall and responsible for its circulation.  If the proposed recall is for the person holding the office of the president, the request shall be made to the nexd ranking officer.

 

7.4.2.2  The chapter president shall register the receipt of the notice of the intent to circulate, and acknowledge such registration in writing with the member filing the notice.

 

7.4.2.3  The timeline for gathering signatures will commence the day that the notice of intent is registered.  A maximum of 60 school days shall be permitted to obtain the signatures of at least 25 percent or more of the active members of the chapter.

 

7.4.2.4  The circulators shall present to the chapter president the petitions containing original signatures.

7.4.2.5  The chapter president shall have 10 school days in which to verify the membership of the signers of the petition.

 

7.4.2.6  The chapter president shall cause a ballot to be furnished to the members no less than 20 school days after verification of membership.  The period that school is officially not in session shall not be included in this count.

 

7.4.2.7  Regular election procedures shall be followed including voting times.

 

7.5  AFFILIATE ORGANIZATION ELECTIONS

 

Elections conducted on behalf of CTA and NEA shall be conducted by the rules of the affiliate organizations.

 

7.6   Voted ballots shall be kept by the chapter for a period of one year.

 

ARTICLE 8 – BARGAINING COMMITTEE

 

8.1              The Board of Directors shall, with the approval of the Representative Council, adopt Standing Rules setting forth its selection procedures for Bargaining Committee members.

 

The Board of Directors with the approval of the Representative Council shall fill

8.1.1 Vacancies created by resignations or temporary inability to serve.

 

8.1.2          The Board of Directors, by two-thirds (2/3) majority may recommend
removal of a member of the bargaining committee and appoint a
replacement.  This action must be ratified by a simple majority of the
Representative Council.

 

8.2              Term-Bargaining Committee members shall serve for a period of one year and may be appointed to succeed themselves.

 

8.3              Responsibility and authority for directing the bargaining process on behalf of the Association is vested in the Board of Directors, subject to policies established by the Representative Council.

 

8.3.1        The Bargaining Committee Chairperson shall report the activities of the Bargaining Committee to the Board of Directors in such form and with such frequency as the Board of Directors may require.

 

8.3.2        The Board of Directors shall provide for the dissemination of information regarding bargaining activities of the Bargaining Committee to the Representative Council and the General Membership.

 

8.4              The Bargaining Team shall be selected from members of the Bargaining Committee who have training in CTA/NEA Negotiations and Finance.

 

8.4.1        Agreements reached between the Bargaining Team and the School Board or its representatives shall be considered tentative and not binding upon the Association until a meeting of the Representative Council results in a recommendation for ratification by the Bargaining unit.  Agreements will be binding upon ratification by a majority of the Bargaining Unit members casting votes.

 

8.5              Consultants – The Bargaining Team may request any member of the Association to serve them in a consultative capacity.

 

8.5.1        The Bargaining Team may utilize additional expert consultants as deemed appropriate, except that expenditures for paid counsel shall be subject to approval by the Board of Directors.

 

8.6              Employees – Chapter employees may be appointed Bargaining Team members.

 

ARTICLE 9 – GRIEVANCE COMMITTEE

 

9.1              Membership. The Board of Directors with the approval of the Representative Council shall appoint the members of the Grievance Committee.

 

9.2              Vacancies. The Board of Directors with the approval of the Representative Council shall fill vacancies created by resignation or temporary inability to serve.

 

9.3              Term. Grievance Committee members shall serve for a period of one year and may be appointed to succeed themselves.

 

9.4              Duties.

 

9.4.1        All level 2 and above grievances shall be processed through the grievance
committee.

 

9.4.2        The grievance committee shall recommend the disposition of all level 3 or level 4 grievances to the Board of Directors for their action.

 

ARTICLE 10 – POLITICAL ACTION COMMITTEE

 

10.1          The members of this standing committee shall be appointed for a one-year term.  Members may be reappointed.  The President, subject to the approval of the Board of Directors, shall appoint the chairperson.

 

10.2          The Political Action Committee shall:

 

10.2.1    Study all legislative and political matters in the district, city, county, state, and the nation relating to the interest of education in general and to the welfare of the pupils and teachers in particular.

 

10.2.2    Report to the Board of Directors and/or the Representative Council all legislative and political matters of importance.

 

10.2.3    Advise the general membership and make recommendations for actions
concerning pending legislation and/or political matters.

 

10.2.4    Interview candidates for political office and make recommendations for
endorsement.

 

ARTICLE 11 – MEMBERSHIP COMMITTEE

 

11.1          The members of this standing committee shall be appointed for two-year terms, one-half the membership to be appointed each year.  The President subject to the approval of the Board of Directors shall appoint the Chairperson.

 

11.2          This committee shall plan and conduct the membership campaign.

 

ARTICLE 12 – PUBLIC RELATIONS COMMITTEE

 

12.1          The members of this standing committee shall be appointed for two-year terms, one-half the membership to be appointed each year.  The President subject to the approval of the Board of Directors shall appoint the Chairperson.

 

12.2          The Public Relations Committee shall:

 

12.2.1    Secure advantageous publicity for the activities of the Association.

 

12.2.2    Maintain and strengthen communications within the Association and
between the Association and other organized groups in the community.

 

12.2.3    Interpret the interests of the Association and of the teachers to the public.

 

12.2.4    Regularly issue an official publication for the Association, in which there
shall be included a summary of the official acts of the Representative
Council.

 

12.2.5    Secure approval of all publications from the President.

 

ARTICLE 13 – STANDING RULES

 

13.1          Purpose. Standing Rules of the Association shall provide additional procedures and information as may be necessary to provide for the interpretation and administration of these bylaws; and for efficient administration of the program of the Association.

13.2          Adoption. The Representative Council at a regular meeting, acting by a majority vote of the members present, a quorum having been established, shall have the power to propose or amend standing rules.  Such proposals and/or amendments to the standing rules shall be voted upon at the next subsequent meeting.

ARTICLE 14 – AMENDMENTS

 

14.1          Proposal. Amendments to these Bylaws may be proposed by any one of the following:

  1. a. The affirmative vote of at least two-thirds (2/3) of the members of the Board of Directors.
  2. b. The affirmative vote of a majority of those present at any meeting of the Representative Council.

 

  1. c. The regular initiative or referendum processes as stated in Article 7.4.

 

14.2          Notice and Publicity. A copy of the proposed amendments, together with a recommendation of the Representative Council, shall be posted on each campus at least ten school days prior to voting on them.

 

14.3          Ratification. Amendments to the bylaws shall be ratified if approved by a majority vote of those present at Representative Council.

 

14.4          Effective Date. Amendments shall go into effect immediately unless the amendment specified another date.

 

ARTICLE 15 – PARLIAMENTARY PROCEDURE

 

15.1          Authority. The latest edition of Robert’s Rules of Order Newly Revised shall be the authority in parliamentary law and procedures at all meetings of the Association, and on all matters not otherwise determined by these Bylaws and/or Standing Rules.


ARTICLE 16 – DUES

16.1          Amount of Dues. Professional dues shall be sufficient to cover the normal operating expenses of the Association.

 

16.2          Procedure for Change. The Representative Council upon recommendation by the Board of Directors shall propose any change in the dues formulae.

 

16.2.1    Proposed change shall be posted in each school for ten (10) school days
prior to balloting by the membership of the Association.

 

16.2.2    The change must be approved by a majority of those voting.

 

16.3          Delinquent Dues. A member failing to pay dues by October 15 shall be considered delinquent.

16.4          Payroll Deduction. The membership year shall be September 1 through August 31 of the following calendar year.  Dues shall be delinquent for any class of member on October 31 of the current membership year unless fully paid in cash or being paid under a valid payroll deduction authorization which the member has executed and filed with the employer and which will result in the collection of full dues prior to the end of the membership year.

ARTICLE 17 – STANDING COMMITTEES

17.1          Names of Standing Committees – there shall be the following standing committees.  Each school shall have at least one member on each committee when possible.

ARTICLE 18 – CTA STATE COUNCIL REPRESENTATIVE AND NEA DELEGATES

 

18.1          All representation to CTA State Council and NEA Representative assembly to which the Association is entitled shall be elected by and from the active membership of the Association.  Such elections shall be by open nomination and by secret ballot.

 

18.2          CTA State Council Representative(s) shall be elected for a term as specified by CTA.

 

18.3          NEA Delegates shall be elected for a term specified by NEA.

 

ARTICLE 19 – SURVIVOR’S BENEFIT

 

19.1          The Survivor’s benefit is One Thousand Dollars ($1,000).  CASH payment to any ACT/CTA/NEA member’s beneficiary.

 

19.2          Any ACT/CTA/NEA member in good standing is eligible.

 

19.2.1    If a Survivor’s Benefit participant is terminated, retires, or resigns,
coverage shall continue for 120 days after the last day of service.

 

19.2.2    A certificated employee on unpaid leave may retain eligibility by paying
ACT/CTA/NEA dues to the ACT office.

 

19.3          Funding. This shall be funded from the Association Budget.  A special account shall be set up at the Chaffey District Employees Credit Union, First Financial Credit Union or other financial institution.

19.3.1    This account shall be maintained at a minimum of three thousand dollars
($3,000.00) and a maximum of nine thousand dollars ($9,000.00).

 

19.3.2    In the event that there are more deaths in any calendar year than moneys
available, each member shall be assessed the appropriate pro-rate amount.

 

19.4          Payment. The ACT President, or his/her designee shall deliver the payment upon valid notification of death.

ARTICLE 20 – DISSOLUTION

20.1          Upon dissolution of this Association, all assets (in excess of those required to discharge all obligations incurred by the Association) will be devoted exclusively to charitable, educational, or recreational purposes.

 

 

 

ASSOCIATED CHAFFEY TEACHERS

STANDING RULES

 

  1. FISCAL YEAR

 

1.1              The fiscal year of the Association shall commence on September 1 and
end on August 31.

 

  1. ADOPTION OF BUDGET

 

2.1              The Representative Council on or before its June meeting shall adopt a budget for the Association for the fiscal year commencing that September 1.  Voting on the final adoption of the budget shall be by roll call vote.

 

  1. DUES

 

3.1              The dues of each member of the Association shall be the sum of the ACT annual dues and the annual dues of the California Teachers Association and the National Education Association.  The annual membership dues for active members of the Associated Chaffey Teachers shall be an amount rounded to the nearest dollar and equal to no more than ¾ of 1% of the base salary of the Chaffey Joint Union High School District Teacher Salary Schedule for the school year immediately preceding the Association membership year.  The Board of Directors shall review the dues amount annually.  Any recommended adjustments shall be presented to the Representative Council no later than the April meeting of each year.

 

3.1.1        Adult School dues will be based on 1/3 of the regular dues.

 

4.         MEMBERSHIP YEAR

4.1              The membership year in the Association shall be from September 1 to
August 31.

 

5.         DELINQUENT AND LAPSED MEMBERS

5.1              A member failing to pay his dues or to sign a payroll deduction
authorization form prior to October 1 shall be considered delinquent.

 

5.2              If the dues are not paid on or before December 31, membership shall
lapse.

 

  1. TRAVEL AND OTHER EXPENSES

 

6.1              The rules governing the control and payment of necessary expenses of Association officers, directors, employees, representatives on the State Council of Education and representatives on Service Center Council and such other person as may be duly authorized to represent the Association from time to time shall be as follows:

 

6.1.1        The President of the Association shall be allowed $150.00 a month during the term of office for incidental expenses.  The Board of Directors may submit actual expenses above this for approval.

 

6.1.2        All members shall be allowed expenses for meetings upon
submission of expense lists and receipts.

 

6.1.3        Expenses shall be in accordance with the following provisions:

 

6.1.3.1  The CTA mileage allowance will be allowed.  If more than
one (1) member attends, every effort should be made to
travel together.

 

6.1.3.2  Coach airfare, transportation to and from terminals, and
airport parking, shall be paid when the Board of Directors
of the Association authorizes travel.

 

6.1.4        CTA per diem will be paid for meals.

 

6.1.5        Allowance for charges for room accommodations shall be in
accordance with the following provisions:

 

6.1.5.1  No charges for room accommodations shall be allowed for
travel within a radius of twenty-five minutes of the meeting
place unless an early morning meeting follows a late
evening meeting.

 

6.1.5.2  The Association will pay the hotel for the cost of the room.

 

6.1.5.3  Personal expenses such as laundry, personal telephone
calls, valet and entertainment shall not be allowed.

 

6.1.6        Any exception from the above rules shall be allowed only upon the
approval of the Board of Directors.

 

7.         REPRESENTATIVE TO AFFILIATED ASSOCIATIONS

7.1              Election. The CTA State Council Representative and NEA Delegates to
the Representative Assembly shall be elected by a vote of the total ACT
membership.

 

7.2              CTA State Council Representatives

 

7.2.1    Duties

 

7.2.1.1 To attend all meetings of all CTA councils and committees
of which he/she is a member.

 

7.2.1.2  To report on CTA actions and decisions to the Board of
Directors, the Representative Council and/or the
membership.

 

7.2.1.3  To represent the Association to the best of his/her ability.

 

7.2.1.4  To serve as ex-officio member with full voting rights on the
same committee locally to which he/she is assigned at CTA
State Council.

 

7.2.1.5  To serve a term as specified by CTA bylaws.

 

7.2.1.6  To represent the Association as directed by the Board of
Directors and/or Representative Council.

 

7.2.1.7 The number of local representatives to CTA State Council
of Education shall be determined by CTA formulae.

 

7.3              National Education Association Representative

 

7.3.1    Duties

 

7.3.1.1  To attend all meetings of the National Education
Association Representative Assembly.

 

7.3.1.2  To report on National Education Association actions and
decisions to the Board of Directors, the Representative
Council and/or the membership.

 

7.3.1.3  To represent the Association to best of his/her ability.

 

7.3.1.4  To represent the Association as directed by the Board of
Directors and/or the Representative Council.

 

7.3.1.5  Representative to the NEA shall be elected for a two (2)
year term.

 

7.3.1.6  The number of local delegates to the NEA Representative
Assembly shall be determined by CTA/NEA formulae

 

8.         OFFICIAL PUBLICATION

 

8.1              The official publication of the Association shall be known as ACT NOW.

 

  1. OFFICE OF THE ASSOCIATION

9.1              The Board of Directors upon approval of the Representative Council shall
determine the location of the office of the Association.

 

  1. AUDIT

10.1          The accounts and other financial records of the Association shall be
audited annually by an independent accountant or accounting firm, to be
designated by the Board of Directors.

 

  1. AUTHORIZATION OF DELEGATES TO

CONVENTIONS AND SPECIAL MEETINGS

 

11.1          No person shall have authority to attend conventions or other professional
meetings as an official delegate or representative of the Association unless
the Board of Directors has approved such representation in advance.

 

11.2          The Board of Directors shall determine the extent to which any such
delegate or representative shall receive reimbursement of expenses from
the Association.

 

12.       POLITICAL ACTION COMMITTEE (ACT/PAC)

 

12.1          Purpose. The Committee ACT/PAC is established for the following
purposes.

 

12.1.1    To inform ACT members of candidates who will be seeking office
as Governing Board members

 

12.1.2    To serve as a voluntary funding structure through which ACT
members may give direct and indirect financial contributions to
support or oppose such local candidates for Governing Board as
deemed worthy of support (or opposition) from the standpoint of
educational issues and without regard to partisan consideration.

 

12.1.3    It is the intent of ACT/PAC to work in a cooperative manner with
the California Teachers Association (CTA) and the National
Education Association (NEA).

 

12.2     Membership and Meetings

12.2.1    Any ACT member may be appointed by the President to be on the
ACT/PAC Committee and may serve with the approval of the ACT
Board of Directors.

 

12.2.2    The ACT Board of Directors shall be the Board of Directors of
ACT/PAC and members of the committee.

 

12.2.3    The Chairperson will call meetings when there is business to
conduct.  All members will be notified in advance of meeting.

 

12.3     Officers

12.3.1    The officers of ACT/PAC shall be a Chairperson and a Treasurer
(or a Chairperson/Treasurer).

 

12.3.2    The ACT Board of Directors with the approval of the ACT
Representative Council will appoint the officers.

 

12.3.3    The term of office will be for one (1) year.

 

12.4     Funding

 

12.4.1    Funds may be used to support candidates for the Chaffey Joint
Union High School District School Board endorsed by the
ACT/PAC.

 

12.4.2    Amounts may be spent for any purpose that is deemed to be
consistent with the statement of purpose as judged by the ACT
Board of Directors.

 

12.4.2.1       The Chairperson and Treasurer may spend amounts up to $200.00 without previous authorization of the ACT/PAC Board.  Reports of these expenditures will be made to the Board on a regular basis.

 

12.4.2.2       Amounts over $200.00 may only be spent with prior
approval of the ACT/PAC Board.

 

12.4.2.3    Funds approved as line items in a budget that has been approved by the ACT/PAC Board may be spent without additional approval.  These expenditures will be included in the regular reports to the Board and ACT Representative Council.

 

12.4.3    No amount of funding or support in kind can be given to:

(a)    Support or oppose a local or State initiative or ballot measure.

(b)   Support or oppose any city, county or Community College Board candidate.

 

12.4.4    An amount of $1.00 per ACT member per month will be placed in an account ACT/PAC from current local dues unless the member states in writing that he/she does not want this done.  These moneys will remain segregated from the general membership account.  Actual amounts shall be adjusted by the ACT Representative Council to reflect the need of ACT/PAC.

 

12.5          Endorsement Procedures

 

12.5.1    ACT will endorse candidates and office holders only if ACT/PAC
and the ACT Representative Council take action.

 

12.5.2    ACT/PAC may become involved in the endorsement process by interviewing candidates of State level office, and forwarding recommendations to CTA.

 

12.5.3    ACT/PAC may endorse a candidate for school board after a thorough process in which:

 

12.5.3.1          (a) All incumbents are evaluated as to his/her contribution to the welfare of students and teachers of the Chaffey Joint Union High School District and to public education.

(b)   All candidates are evaluated as to his/her positions on important issues facing public education and to the willingness to work with ACT.

 

12.5.4  Recommendations and endorsements are made by the ACT/PAC
Board and ratified by the ACT Representative Council.

 

12.6          No funds or support in kind may be spent on non-endorsed candidates.

 

12.7           President may issue endorsement letters or statements of endorsement with reasons for the endorsement for purposes of press releases or member education after approval of  Representative Council.

 

13.       MEMBERSHIP COMMITTEE

 

13.1          The members of this standing committee shall be appointed for two-year terms, one-half the membership to be appointed each year.  The President subject to the approval of the Board of Directors shall appoint the chairperson.

15.2          The Election Committee shall conduct the elections of the Association as
provided in Article 7, Section 7.2 of the bylaws.

 

16.       BARGAINING COMMITTEE

 

16.1          The President shall submit to the Board of Directors and the
Representative Council a list of candidates for the Bargaining Committee
for approval.

 

16.2          The President shall submit to the Board of Directors and the
Representative Council Bargaining Team candidates for approval.

 

17.       GRIEVANCE COMMITTEE

 

17.1          The Grievance Committee shall be appointed as provided in Article 9 of
the bylaws.

 

18.       SUMMER TASK FORCE

 

18.       The President shall present to the Board of Directors at the May meeting a
plan for the use (if any) of the Summer Task Force.

18.1                       Board of Directors by majority vote shall approve the implementation of the plan.

18.2                       The money spent on this Task Force shall be paid at the home teaching rate or a flat rate to be determined by the Board of Directors

21.       QUALIFICATIONS FOR ALTERNATES

21.1          Pursuant to Article 6, Section 6.6.1 of the bylaws, an alternate faculty
representative must be a member of the Association.

 

21.2          No one may be an alternate faculty representative who is a member of the Representative Council by virtue of some other office.

 

22.       ASSOCIATE MEMBERSHIP SERVICES

 

22.1          Associate members are entitled to representation by the Association in
matters of salary and working conditions.

23.       ANNUAL DINNER

23.1          The Association will honor annually the retiring officers of the Association and the incoming officers at a dinner or other appropriate function.  In addition the Association will honor retiring active members at this dinner or other appropriate function. The Vice-President will act as host and officially chair the committee in charge of the activity.

 

24.       ASSOCIATED CHAFFEY TEACHERS RETIRED EDUCATORS SCHOLARSHIP FUND

 

24.1          Scholarship Fund Guidelines:

24.1.1  Purpose:

To honor retired educators who have shown exceptional dedication to Associated Teachers.

  1. Maryellen Hill Scholarship Fund.  Will award a scholarship to a deserving teacher employed by Chaffey Joint Union High School District who is seeking a credential or Masters in special education.
  2. Bill Pitts Scholarship Fund.  Will award a scholarship to a deserving CJUHSD student who intends to become a math teacher.

 

24.1.2    Goals:

To collect $2,000.00 or more to set up a perpetual fund.  Funds to be deposited and interest earned to be used for scholarship grants.

 

24.1.3    Fund:

The scholarship fund would be included in Associated Chaffey Teachers budget (for accounting and IRS purposes)

 

24.1.4    Contributions:

Voluntary contributions from employees of the Chaffey Joint Union High School District and other friends of education will be accepted.

 

24.1.5    First Scholarship:

The 1st scholarship will be in honor of Maryellen Hill (whose service to the Associated Chaffey Teachers has had a lasting impact).  Minimum amount of each scholarship will be $500.00 Principal to be used for first scholarship.

 

24.1.6    Succeeding Scholarship:

Contributions will be accepted each year to enlarge the fund and scholarships of not less than $500.00 each will be awarded to honor retirees.  A maximum of five (5) scholarships will be awarded annually.

 

24.1.7    Committee:

The Associated Chaffey Teachers Scholarship Committee shall adhere to the guidelines established, advertise and screen applicants for scholarships.  This committee shall recommend the number of scholarships to be awarded, amount of each, and recipients to the Associated Chaffey Teachers Representative Council for approval.  Wherever possible, the committee shall consist of one (1) representative from each comprehensive school, one (1) from the alternative schools, and one member from the Executive Board of Directors of the Association.  The President of the Association shall serve as ex-officio member of the committee and shall be a non-voting member of said committee except in the event of a tie.

 

25.       ELECTIONS

 

25.1          No official body or officer of ACT may endorse any candidate for office as an official spokesperson for ACT.  Any individual may endorse any candidate as an individual.

 

25.2   The District-wide election of officers of ACT (President, Vice-President, Secretary, Treasurer) is to be held during the first week in May every other year.  All campus elections for Directors and delegates to the Representative Council will be held concurrently during the third week in May every other year. Vacancies in or additions to a Representative Council that occur throughout the year shall be approved by a vote of the remaining Representatives from that campus.  Persons removed from a Representative Council position shall not be eligible for appointment to a representative position.  They shall become eligible at the next general election for Representative Council Representatives. Unit members shall be notified of a vacancy and be given at least seven (7) days to submit their names in writing to the Campus Director.  Campus elections will use the accompanying ballot format.  Any candidate for Representative Council may be considered for Campus Director.  In this manner, no one running for Campus Director shall be excluded from serving on the Representative Council.

 

25.2          Any candidate or individual who believes an unfair campaign practice has occurred, i.e., the election policies have not been followed, may file a challenge with the President.  The challenge procedure as set down in Bylaw 7.3.9 shall be followed.

 

25.3          The following procedures shall be followed in the district-wide election:

 

25.6.1  The polling place on each campus shall be located at a central and
convenient location, as determined by each Campus Director.

 

25.6.2    The polls will open fifteen (15) minutes before the school day and close fifteen (15) minutes after the school day.  Valley View/District polls will close at 3:00 p.m.

 

25.6.3    Volunteers named by the Election Committee member or Campus Director shall staff the polling places throughout the day.

 

25.6.4    Ballots and membership lists must be secured from the ACT office.  The Campus Director or Election Committee member shall count the number of ballots needed for the membership on that campus, and sign a form indicating that number.  All used and unused ballots must be returned to the ACT office.  The ballots may not be duplicated.  If additional ballots are needed, contact the ACT office.

 

25.6.5    Members shall sign for their ballot and cast their vote in a reasonably private place.  The number of ballots cast must be equal to or less than the number of signatures.

 

25.6.6    No campaigning shall be permitted at the polling place.

 

25.6.7    Tabulation shall begin after the polling place closes.  The Campus Election Committee, consisting of at least three (3) members, shall be responsible for tabulation at each campus and the process will be open to any member.

 

25.6.8    The Campus Election Committee will certify the results, post them at their campus, and then forward the ballots to the ACT office immediately thereafter.  The ballots will be returned to the ACT office by 4:30 p.m. on the day of the election.

 

25.6.9    At 4:30 p.m. on the day of the election, the ACT President or designee will open and tally any sealed ballots (absentee or other).  The privacy of these ballots shall be preserved.  At about this time, the general tally will begin as results are brought in from each campus.  It would be expected that election results should be announced by 5:00 p.m.

 

25.7     Absentee Balloting Procedure:

 

25.7.1    Members expecting to be absent on the day of the election may request that ACT mail them an absentee ballot.

 

25.7.2    The absentee ballot shall include a ballot, an envelope with a signature line stamped across the flap, a pre-addressed and pre-stamped envelope, and an explanation of the balloting procedure.

 

25.7.3  The marked ballot shall be sealed in the envelope with the signature line stamped across the flap.  The voter shall sign across the seal.

 

25.7.4  The signed envelope shall be placed in the pre-addressed, pre-
stamped envelope and mailed.

26.1   President.

Leadership Conference, Human Rights Conference, Good Teaching
Conference, urban Issues Conference, Summer Institute, NCUEA and other
conferences as requested.

26.2  Vice President
Maintain office hours Monday-Thursday  (3:30-5:00) at the Association
Office
Attend All Board of Directors and Rep Council meetings.
Attend CTA, NEA and Service Center trainings and conferences as directed.
Attend weekly Act Officers’ meetings.

26.3  Secretary
Attend weekly ACT Officer’s meetings.
Attend All Board of Directors and Rep Council meetings and record minutes.
Be available to sign Association checks.
Attend CTA, NEA, and Service Center Trainings and conferences as directed.

26.4  Treasurer
Must be computer-literate.  Proficient in use of Excel and have a working
knowledge of Quick Books Pro.
Maintain weekly office hours to complete all receipts, expenditures, bank
reconciliation, maintain financial records file, payroll and financial reports.
Attend CTA and/or Service Center One Treasurer Training(s).
